<p>The Board of Directors of the Colorado Special Districts Property and Liability Pool is pleased to present the 2018 Annual Report to our members and partners. This year, we turn our focus toward risk and reward, two terms that aren't always commonplace in
our industry, to remind ourselves and members of our mission. Risks are inherent throughout your day-to-day operations, and as your risk partner, we are committed to tipping those scales in your favor.

<p>In the beginning, special districts were thought by the industry to be uninsurable. Today, however, our financial strength rivals that of any rating agencies’ "A" rated carriers, and we are proud to hold a financial rating of "unsurpassed" through the Demotech
financial institution rating agency. </p>
<p>The enclosed Annual Report details our strengths, our recent accomplishments, and some of our plans for the future. The content of this booklet is testament to the Pool Board of Directors’ commitment to the partnership with you. After all, just as there
is no reward without risk, there is no us without you.</p>
