Sue Blair, from our management company CRS, told me on Thursday that Devonshire has indeed begun sump inspections that are mandatory for all residents. Devonshire's manager, Steve Schroder, told me earlier this year that they planned to charge penalties to those unwilling to participate, so this may be the approach they are taking.
