[Board] Memo regarding sump pump inspections

Thank you. I still think our next best step is to have Colin draft a letter
to Sue Blair, et al. hitting the points Harold has raised (multiple times),
we have taken what we believe are better "appropriate actions", we lack
authority to take the requested action and respectfully suggest if they
want mandatory inspections, they work with the Village to make that part of
building inspection (which would be triggered by renovations, just as they
enforce fire alarms, etc.)
