[Board] FW: Signature requested on "2019-1 CHN Audit Exemption"

I suggest we do both in parallel. That is, send one with the full list as
you have ... AND send one each to everyone. If the full process one works,
fine. If not, we'll at least have filed something ... the state can always
gripe we should fix it and do it "right" but at least we'll be on
record having submitted something ;>
