[Board] CHN Draft minutes Oct 18, 2018 and Proposed Agenda Jan 17, 2019

I have attached the draft minutes from the October 18, 2018 meeting and the
Proposed agenda for a meeting on January 17, 2019.  Please let me know if
January 17th   at 7:30 a.m.  works for your schedule.  If a different time
of day or day of week works better for everyone, perhaps the board may want
to consider the current meeting schedule given the need to have a quorum.
If this is something the board would like to consider, please send the times
and dates that might work better and I will incorporate it into the Meeting
Time, Date and Place resolution the board will be considering at the January
meeting.  The board needs to meet in January to sign the budget resolutions
so I can submit the resolutions to the Division of Local Affairs no later
than January 31, 2019.
