Harold -



Our Board met on Thursday and talked about our outreach to the other
Districts. Devonshire is still an unknown, though their last contact
indicated that they planned to inspect for sump pumps, so I remain
optimistic and plan to contact their President, Dudley Morton, to see if I
can arrange a meeting.



In discussing Cherry Hills North, Bill Kilingensmith wondered if another
round of discussions on the science of his findings might convince your
Board. I told him that I felt that there was some reluctance in finding
sump pumps as the lone culprits in the 2015 surcharge, and that you had
other considerations in declining to inspect, particularly resident
resistance in light of prior experience. For Bill's sake, I agreed to pass
along his updated findings that were published recently in the Journal of
Environmental Engineering that you will find attached.



Recognizing that your Board may be struggling to undertake an inspection
project, I wonder if I could ask you not just to put my recent letter in
front of them at your next meeting. It would make a significant difference
if you were to personally endorse inspections. You were clear that you
remain unconvinced of the amount of water sump pumps add to the problem
when groundwater is at its highest. Because such a study would be
impractical and perhaps impossible for us to undertake, your support of
inspections might sway your Board in a joint effort with Mansfield and
Hillcrest and put the issue to rest.



There will be some headache involved in setting up an inspection system.
Homeowners need to be scheduled, some rescheduled, and in some cases
reinspected if sumps are found. A management company or engineering firm
would have to be hired for systematic pursuit, and it would likely take
several months to complete. And from what you have explained, you could
find some pushback to inspections that may require hand-holding. Any board
is unlikely to undertake such a task unless convinced or inspired to do so.
To date they seem unconvinced, so I am suggesting that your leadership
could be key.



Mansfield Heights would be glad to provide any assistance in terms of
contact information of firms that helped us complete the task or ideas that
may smooth the way. But such details are not what will change minds. I am
asking instead for your help in getting this done.
