I suggest adding "potential" .. as we have no basis for asserting there are
any :> (nor do they ;>).

Would it also be worthwhile to make the observations about geography ...
we're uphill, so the likihood of anyone having put in a sump pump is lower;
and even if one were to exist, it would likely contribute much less than
those at lower elevations.

Also, we're not mentioning the stormwater system, since there's no obvious
maintenance activity, and it seems likely that it would have as many issues
as our system (no jet cleaning, no sliplining) so that would seem to be a
much more fruitful avenue to pursue.

Lastly, is 40% the right figure? I thought we'd hit the 60% range ... but
my memory certainly could be flawed.
