​Humm. Not being a lawyer, I don't understand how any IGA could grant us
power we don't start out having ... so what's the basis for *our* District
(or any other, unless it's in the original charter) to force inspection
much less repairs?  Assuming they can't show us where we'd derive that
power, can we invite the Village to the party? I think they have that
authority as part of building inspections (even for unrelated work).

I'm unsurprised that Mansfield is pursing this, but I'm somewhat surprised
that Hillcrest is game. There are fairly few pools in the village as a
whole (1 in our district, more?). I think they are missing the elephant,
and instead targeting the flies.

We've reworked about 2/3 of pipes, based on the video evidence of
exfiltration points. Logically, they were all potential *infiltration*
points as well. That seems like the appropriate approach (have all the
Districts done likewise?).  The absence of any obvious work on the storm
drainage side (or even clear ownership), would suggest that either there is
a lot of exposure to exfiltration, or possibly even complete failures ..
which would indirectly result in issues in our systems.

What am I missing?
