overall, I like it. I'm not so sure about II.3 "Revocation of General
Obligation Debt Authorization.

District to issue general obligation debt of any kind is revoked, released,
terminated and" ... if there were to be a major issue, wouldn't we want to
be able to take out a loan from the state fund for such things without a
new election? What if it were to fail?
